According to John Ciaramella, operations manager of the Morris County Recycling Consolidation Center, "Newspaper used to be collected from the curb in about half of Morris County municipalities and delivered directly to the GSP Mine Hill recycling facility. Once GSP closed that Mine Hill facility, a lot of that paper was redirected to our facility in Dover. In order to process this material, we have had to add a second shift and find new markets. We do not anticipate that GSP will reopen the Mine Hill facility." The GSP mill was one of two domestic mills on the East Coast that produced 100% recycled newsprint. The other is SP Newsprint located in Dublin, Georgia. Enron also owns Companie de Papiers Stadacona (CPS) in Quebec City, Canada, a mill producing 40% recycled content newsprint. This Canadian mill has remained in operation, despite Enron's financial troubles. "GSP is located in an urban forest with hundreds of customers. It is one of the areas in the world where it makes sense to have a mill," according to Ivan Boileau, general mill manager for GSP and CPS.
